Through socioeconomic and physical analysis conjoined with a wide range of public participation workshops, Arcturis developed a vision for the future of the community. One of the biggest challenges facing the city was the lack of infrastructure connectivity, which effected the development of market areas crucial to the economic stability of the city. Through the development of future land-use and an infrastructure plan, Arcturis was able to demonstrate that, with little effort, connecting existing infrastructure could develop a framework for controlled growth and economic stability. Various districts such as the Riverfront District, various corridor districts and community development districts were also proposed. Strategy suggestions were made to cover a 20 year period. 

Further analysis revealed the city was growing in northern and western areas. This posed a pressure on the public works services in terms of providing basic utilities such as water sewage and stormwater drainage. Also, development of newer commercial areas around interchanges made it necessary to stabilize the downtown core and revitalize the southern portion of the city. Establishment of downtown and community development districts included proposed goals and policies along with implementation strategies to enable the city to realize its vision. 

The study and recommendations for William Street and Kingshighway were a part of a larger comprehensive plan for the city. The city’s downtown core area and the heart of the economic and historic strength, is defined by William Street due to its alignment spanning from Interstate 55 to the downtown center. It is one of the few direct routes that provide direct access to the central core area of Cape Girardeau. Kingshighway was the main source of infrastructure and linkage to outside markets for many years providing Cape Girardeau with direct access to its adjacent neighbors. These two road systems form an axis defining the city’s market center at their intersection. However, market forces are moving towards the interstate highway leaving these corridors devoid of investment opportunities. Strategies such as creating corridor districts, efficient land-use, master planning, pedestrian friendly streetscape design, inclusion greenways/trails and various funding opportunities were proposed in the plan to help revitalize these two corridors.
