Client Services Provided: Planning

The Jefferson City Housing Authority, The City of Jefferson and the Southside Redevelopment District have retained Arcturis to prepare a redevelopment plan for the city’s Southside neighborhood. This Southside neighborhood is challenged with limited economic development opportunities fueled by various factors including aging infrastructure, limited connectivity to major infrastructure and inconsistent commercial and housing land-use patterns.
 

Phase I of the Redevelopment Plan researches and analyzes existing conditions, provides socioeconomic data and prepares a physical catalog of land ownership in the redevelopment area. 
 

Phase II includes development of project goals, objectives and policies including a draft plan of all research, documentation and recommendations. Zoning and land-use will be analyzed, including 
a transportation and infrastructure plan that will be proposed.

Phase III will include a finance strategy and implementation plan including costs associated with various study options.

All phases of the plan will utilize extensive public/stakeholder participation workshops to aid in 
constructive consensus and plan adoption.

An overriding tenet for this study is the communication between the client, the consultant and the public related to the preparation of a market driven and financeable redevelopment plan.
