The Municipality Development Master Plan establishes a transformative vision for the 28-acre site of the former State Penitentiary. Led by Arcturis, the design and master planning effort reimagines the decommissioned historic grounds as a catalytic project, strategically positioned to strengthen connections with the adjacent Central Commercial District and East Side neighborhood. The plan is intended to drive new investment and long-term revitalization in a historically underutilized part of the city.
The proposed master plan introduces a vibrant, sustainable mixed-use district anchored by a hotel, conference and expo center overlooking the river, a two-sheet ice arena, multifamily housing, retail, and corporate office space. The historic prison quad is preserved and reactivated as a unique cultural destination. A network of active and passive public spaces—plazas, greenways, gathering areas, and trails—creates a walkable, human-scaled environment. Pedestrian and bike connectivity is prioritized through an integrated system of paths, sidewalks, and bike lanes, designed to foster a cohesive and lively community.
Stormwater infrastructure and green space design are embedded into the site strategy, helping mitigate flooding while highlighting sustainable water management practices. The project originated from an open, competitive RFP process supported by in-depth analysis and collaboration with financial and engineering partners. It has received strong public support through city leadership presentations and a series of public forums. While still in the early stages of securing financing and refining the Master Plan, the project faces the complexities of land transfers, public-private partnerships, and evolving development models in a challenging post-pandemic market. Despite these hurdles, it remains a bold and promising vision for a new urban district in the heart of the city.
